Open enrollment is a very important time of the year, as many employees are re-evaluating their health needs and seeking to protect their financial well-being. SHBP is providing our members with educational benefit information virtually, through webinars and teleconferences so they have a chance to ask questions in a live Q& A format. Retirees: Its Annual Enrollment Time For Health And Flexible Benefitsbegins October 17th
Its Fall again, and with the change in the seasons comes Annual Enrollment time. As you know, there is no Annual Enrollment for your retirement benefit. Your pension will continue to be paid to you each and every month without any action on your part. However, this is a good time to review your beneficiary designations. Use the Log In button above to sign in to your ERSGA account.
For retirees with health benefits through SHBP, the 2022 Retiree Option Change Period for Plan Year 2023 begins October 17, 2022 and ends November 4, 2022. This years ROCP will include in-person meetings, in addition to the virtual meetings online or by phone, to discuss Plan Options for the 2023 Plan Year.
The 2023 Retiree Decision Guide and instructions on how to attend virtual meetings, either online or by phone, has been posted to the SHBP website at .
If you are satisfied with your SHBP plan, you dont need to take any action. You will be re-enrolled in your current plan.

Plan Year 2023 Virtual Flexible Benefits Fair
Welcome to the State of Georgia 2022 Flexible Benefits Open Enrollment and Virtual Benefits Fair for Plan Year 2023!
Open Enrollment begins at 1:00 a.m. ET and ends at 12:59 a.m. ET for active eligible employees and COBRA beneficiaries. Open Enrollment is a time to review, enroll and/or make changes to your Flexible Benefits plan options, including dental, vision and life insurance coverage. There will be in-person Benefits Fairs as well as the virtual Benefits Fair with vendor booths highlighting the Flexible Benefits plan options. Think about that an online fair providing access to all of your Flexible Benefits plan options and changes for Plan Year 2023 via your computer and/or other mobile device at your home office or on the go! Need to change your tier from Single to Family or change from one plan option to another? This is your opportunity to make those and other changes. In fact, as an active eligible employee, you can do the following during Open Enrollment:
- Enroll in Flexible Benefits Program plan option
- Change your plan options or vendor
- Enroll eligible dependents
- Drop plan option and/or discontinue your Flexible Benefits coverage

Judge Deems North Carolina State Health Plan’s Exclusion Denying Coverage For Gender

A federal court in North Carolina has struck down a prohibition in the state-run employee health insurance plan that prohibits coverage for gender-affirming treatments that assist a person in transitioning.
The insurance exclusion, contained in the North Carolina State Health Plan for Teachers and State Employees, denied coverage for any transgender teacher or state employee’s — or their dependents’ — gender-affirming care, including hormone treatment or surgery.
In a 40-page opinion, U.S. District Court Judge Loretta C. Biggs, of the Middle District of North Carolina, ruled that the exclusion discriminates on the basis of sex, based on the idea that the denial of gender-affirming care discriminates based on gender identity, which “necessarily rests on a sex classification.” Biggs further noted, in her ruling, that without knowing the biological sex of an individual, it is impossible to know what type of gender-affirming treatments — which vary from person to person — an individual might need.
United Health Care 65+ Retirees

Medicare eligible Retirees and/or covered dependents who reach Medicare eligibility either due to age or disability will not have the option of remaining on the City group medical plan. Retirees who reach age 65 or disability must elect both parts A and B of Medicare to enroll in one of the two United Healthcare Medicare Advantage Plans offered by and subsidized by the City. By now you should have received communication from the City of Savannah and United Healthcare about the change in vendors effective 1/1/2022.
IMPORTANT NOTE: If you do not or did not change plans, you will be automatically enrolled in the same plan as you were with Humana.
All United Healthcare members will receive new ID cards for 2022. If you do not receive a card by the end of December

State Health Benefits Plan
Although we dont plan on getting sick or injured, most of us generally will need some type of medical care or attention. Medical insurance is important to assist in paying for medical expenses, whether they are expected or unexpected. Also, many medical plans may also help us to stay healthier through wellness initiatives and resources as well as possibly provide fully covered preventive care benefits when using network doctors.
The Georgia Department of Community Health and its State Health Benefit Plan Division serve as the states administrator of health insurance coverage for state employees, teachers, school system employees and retirees who continued coverage , and covered dependents.
City Group Medical Plan
The city group medical plan rates for 2022 will remain the same. All retirees will receive new ID Cards for 2022.
If you do not receive a new card by January 1, 2022, call Coordinated Health at 1- 360-7926. You may drop dependents, cancel coverage, or move from Plus to Basic. However, you will not be able to re-add dependents, re-enroll in coverage once cancelled, or move from the Basic Plan back to the Plus Plan going forward. No new enrollments can be accepted in the medical plan.

Call the reservation agents at 855-477-4455 to discuss your meeting preference. RSVP hours are 8 a.m.- 8 p.m. local time, Monday to Friday, and the lines will be available during the ROCP period. Your reservation is not a guarantee of availability. Meeting capacity is filled on a first-come, first-served basis.
*During the ROCP, enrolled Retirees shall be given an opportunity to change their Plan Option to any Plan Option for which the Retiree is eligible. Retirees cannot change their Tier during the ROCP.
