Implementing A Flexible Benefits Plan

The decision to implement a flexible benefits plan is a large undertaking and should not be taken lightly. Successful implementation requires significant up-front time and costs. When implementing a plan, the following guidelines are recommended:

  • Establish objectives by taking input from company management, employees and neutral parties including consultants and insurers
  • Develop a preliminary plan design based on the objectives and determine the flex credit structure
  • Establish a benefit committee including a cross section of employees and management
  • Establish an approach for implementation, a detailed implementation schedule and a budget for implementing the flexible benefits plan
  • Evaluate the internal administrative systems and pre-test the proposed program with employees
  • Select a carrier based on its product, administrative systems, cost and ability to assist in communication
  • Finalize the program design and the flex credit structure
  • Develop a communication and administration strategy. Ongoing communication and education is essential
  • Obtain employee feedback

About Saint Francis Healthcare

Saint Francis Hospital-Memphis is proud to have served the East Memphis community since 1974. Our 479-bed facility was the first full-service hospital in the rapidly growing area and has continued to grow since we opened our doors. Our 42-acre campus is home to the hospital, two medical office buildings, and the University of Tennessee/Saint Francis Family Practice Residency Building.

Local 1214 Supports Saint Francis Hospital Foundation

As HCA Healthcare employees, it is our top priority to take excellent care of our patients. But we also take care of each other. In 2004 this was more evident than ever as hundreds of our colleagues were affected by the Florida hurricanes. Immediately following the storms, HCA Healthcare employees throughout the United States wanted to know how they could help. Contributions came in and were disbursed out to HCA Healthcare families that had been impacted. To these families, the contributions from their fellow employees represented much more than financial relief. They represented hope that life might soon return to normal. What started as an informal way to help one another soon evolved into a nonprofit organization, the HCA Healthcare Hope Fund, was officially formalized in July 2005.

Saint Francis Medical Services Discount

Saint Francis colleagues , spouses and dependents receive a 50 percent discount on the remaining balance after insurance pays for services provided through Saint Francis Healthcare System. Colleagues do not have to have Saint Francis insurance to receive the discount. Those not on the Healthcare Systems insurance will be required to provide documentation to receive the discount.

Galen College Of Nursing

Galen College of Nursing and HCA Healthcare have joined to make quality nursing education more accessible than ever. The HCA Healthcare-Galen grant significantly reduces tuition costs for the Online RN to BSN and two Online MSN options of Nursing and Healthcare Leadership, and Nursing Education. Additionally, eligible employees* may opt into a Direct Bill Option which could limit upfront tuition costs.

*Certain colleagues are not eligible to participate in these programs. This includes colleagues covered by a collective bargaining agreement , unless their CBA permits participation. These colleagues should go to HCAhrAnswers.com and view the program that applies.

Health Care Spending Accounts:

Health Care Spending Accounts are similar to chequing accounts. Amounts are allocated to each employee’s account each year and the employee uses the account to pay for health and dental expenses that are not covered under his/her benefit plan, or for deductibles and co-insurance. These accounts can be provided on a stand-alone basis within a traditional benefits plan or as part of a flexible benefits plan. A more detailed description can be found in the section titled Health Care Spending Accounts.

Two important considerations when designing a flexible benefits plan are waivers of coverage and anti-selection:

  • Waivers of Coverage: Employees may be permitted to waive or decline coverage of certain benefits . Certain benefits may be compulsory or employees may be allowed to waive all benefits. Although requiring employees to have a particular benefit reduces flexibility, many employers believe that all employees should have coverage to protect them from catastrophic expenses.
  • Anti-selection: Given the choice, employees will always select those benefits most likely to be utilized. Therefore, the greater the flexibility, the greater the risk of anti-selection. Under a traditional benefits plan, anti-selection is eliminated as employees are not given a choice as to which benefits are provided. However, with a flexible benefits plan, certain restrictions are necessary to limit anti-selection including one or more of the following:
